Armenia

Armenia regularly reports hate crime data to ODIHR. Armenia implemented ODIHR's programmes on Prosecutors and Hate Crime Training (PAHCT) and Training Against Hate Crime for Law Enforcement (TAHCLE) in 2021 and 2022, respectively.

In 2023, amendments to hate crime provisions in the Criminal Code of Armenia were developed within the framework of a parliamentary initiative in coordination with civil society. The amendments came into force in 2024.

National developments

A preliminary, updated version of the Criminal Code that includes changes to hate crime provisions has been prepared and will be submitted to the Ministry of Justice in 2015.

Reports

Anti-LGBTI hate crime

Amnesty International reported, via the United Nations High Commissioner for Refugees (UNHCR), a case of threats. Pink Armenia and the Open Society Foundations – Armenia reported a physical assault against a transgender woman and that one gay man was kidnapped on three separate occasions, during the course of which he was threatened with knives and guns, and was the victim of attempted blackmail.

Racist and xenophobic hate crime

The Open Society Foundations – Armenia and the Helsinki Citizens' Assembly – Vanadzor reported one physical assault causing serious injury to a Yazidi man.

INTERNATIONAL REPORTS

Anti-LGBTI hate crime

The United Nations High Commissioner for Refugees (UNHCR) provided technical assistance to the civil society groups We for Civil Equality and Exchange of Letters, allowing victims of LGBT hate crime to be referred to them for support.
